On 29 October 2026, the Trade Remedies Authority of Viet Nam confirmed that the application requesting an anti-dumping investigation into PET resin originating from China was complete and valid in accordance with the laws on trade remedies. This marks a further step in the process of considering the initiation of an investigation into the product.
Information on the Application Requesting an Investigation
On 14 October 2026, the Trade Remedies Authority of Viet Nam (the Investigating Authority) received an application from enterprises representing the domestic manufacturing industry, requesting an anti-dumping investigation into PET resin originating from China.
Following its initial review, on 29 October 2026, the Investigating Authority confirmed that the Applicants’ application was complete and valid in accordance with the laws on trade remedies.
Next Steps in the Case-Handling Process
Pursuant to Article 70 of the Law on Foreign Trade Management, within 45 days from the date on which the application is confirmed as complete and valid, the Investigating Authority will assess the application and submit it to the Minister of Industry and Trade for consideration of whether to initiate an investigation.
The assessment will focus on two key issues:
- Determining whether the organizations or individuals submitting the application are legally representative of the domestic manufacturing industry in accordance with the Law on Foreign Trade Management.
- Examining the evidence of dumping of imported goods and whether such dumping has caused or threatens to cause material injury to the domestic manufacturing industry, or has materially retarded the establishment of the domestic manufacturing industry.
Confirmation that the application is complete and valid does not mean that the investigation has officially been initiated. The decision on whether to initiate the investigation will be considered after the assessment process has been completed in accordance with applicable regulations.
Request for Information from Domestic Enterprises
To facilitate the assessment of the application and safeguard the legitimate rights and interests of relevant parties, the Investigating Authority has requested domestic enterprises manufacturing or trading products similar to the PET resin subject to the case to provide the following information:
- General information about the enterprise;
- Designed production capacity and PET resin output for the period from 2022 to 2026;
- The enterprise’s position on the case, including whether it agrees, objects, or has no opinion;
- Other documents and evidence that the enterprise considers relevant to the case.
The deadline for submitting information is 20 November 2026.
Recommendations for Enterprises
Domestic enterprises manufacturing and trading PET resin should proactively review their production capacity, output, business performance, and relevant supporting documents for the requested period. Preparing complete and accurate information and submitting it within the prescribed deadline will enable enterprises to express their positions on the case while helping safeguard their legitimate rights and interests during the competent authority’s assessment of the application.
For enterprises importing or using PET resin originating from China, it is important to closely monitor developments in the case, particularly the decision on whether to initiate an investigation and the scope of products that may be subject to trade remedies. If the investigation is initiated, enterprises should promptly assess potential impacts on supply sources, import costs, and business plans to develop appropriate response strategies.
