India Initiates Anti-Dumping and Countervailing Duty Investigations into Internally Grooved Copper Tubes and Pipes from Vietnam

On September 29, 2026, the Directorate General of Trade Remedies (DGTR) of India announced the initiation of anti-dumping (AD) and countervailing duty (CVD) investigations into internally grooved copper tubes and pipes (IGT) originating in or exported from Vietnam, China, and Thailand.

The investigations were initiated based on an application filed by MetTube, the sole producer of the like product in India during the period of investigation.

1. Key Information on the Case

Product under investigation: Internally grooved copper tubes and pipes, classified under HS codes 7411 10 00, 7411 21 00, 7411 22 00, and 7411 29 00. The HS codes are for reference purposes only, and the scope of the product under investigation is determined based on the product description set out in the initiation notification.

Periods of investigation:

  • AD and CVD investigations: April 1, 2025 to March 31, 2026.
  • Injury investigation: 2022–23, 2023–24, 2024–25, and the period of investigation for the AD and CVD investigations.

With respect to the dumping allegation, the DGTR found prima facie evidence of a positive dumping margin that was above the de minimis threshold for imports from all three countries under investigation.

Regarding the subsidy allegation, following consultations with the governments concerned, the DGTR identified 24 alleged subsidy schemes relating to Vietnam, including schemes involving taxation, credit, trade promotion, and the provision of goods and services at less than adequate remuneration.

With respect to injury, the DGTR found that imports from the countries under investigation increased during the period under consideration and continued to account for a significant share of demand in the Indian market. Meanwhile, the domestic industry maintained only a limited market share, operated at production levels significantly below capacity, experienced increasing inventories, and was unable to increase selling prices sufficiently to cover its costs.

The DGTR also noted that import prices, after landing in India, were lower than the selling prices of the domestic industry, resulting in price undercutting. The domestic industry’s profits, cash profits, and return on capital employed were all negative during the two years of operation.

On this basis, the DGTR considered that there was sufficient prima facie evidence that the allegedly dumped and subsidized imports were causing material retardation to the establishment of the domestic industry and that there was a causal link between the imports and the injury identified.

2. Procedures and Deadlines for Businesses to Note

Interested parties must register and submit their filings through the SETU Portal at http://setu.dgtr.gov.in, under case reference CVD/OI/009/2026.

Submissions must be filed in both confidential (CV) and non-confidential (NCV) versions. Explanatory submissions must be provided in searchable PDF/MS Word format, while data submissions must be provided in MS Excel format.

The deadline for submitting information is 37 days from the date of issuance of the notification. Interested parties must also submit their comments on the product under consideration (PUC) and the proposed PCN methodology within 15 days, concurrently with the 37-day deadline.

Requests for extensions must be submitted through the SETU Portal at least one day before the original deadline. Requests submitted after this point may not be considered.

For confidential information, companies must simultaneously provide a non-confidential version and explain the reasons for requesting confidential treatment. The non-confidential version must contain sufficient detail to enable other interested parties to understand the substance of the information provided.

Where a party fails to cooperate, does not provide complete information, or significantly impedes the investigation, the DGTR may rely on facts available, including adverse facts, when determining the applicable AD and CVD margins.

3. Recommendations for Vietnamese Businesses

Vietnamese producers and exporters of internally grooved copper tubes and pipes to India should proactively:

  1. Review the initiation notification and the public record of the case, including the product scope and PCN methodology.
  2. Register as an interested party and prepare responses to the investigation questionnaires within the prescribed deadline and in the required format.
  3. Prepare complete data on production, sales, export prices, costs, and relevant transactions.
  4. Ensure simultaneous submission of confidential and non-confidential versions in accordance with the DGTR’s requirements.
  5. Fully cooperate throughout the investigation, including on-site verification, hearings, and subsequent rounds of comments and rebuttals.
