On September 23, 2026, the Trade Remedies Authority (TRAV) under the Ministry of Industry and Trade of Vietnam announced that Brazil’s Ministry of Development, Industry, Foreign Trade and Services (MDIC) had published the final results of the anti-dumping investigation concerning PET resin originating from Vietnam and Malaysia. Brazil has decided to impose definitive anti-dumping duties on the products concerned for a maximum period of five years, with a duty rate of USD 160.87 per ton applicable to Vietnamese exporting companies.
Brazil Imposes Anti-Dumping Duties on PET Resin from Vietnam
The investigated product is PET resin (resina PET) with an intrinsic viscosity ranging from 0.78 dl/g to 0.88 dl/g, classified under NCM code 3907.61.00, originating from Vietnam and Malaysia.
The investigation was initiated based on an application filed by Indorama Ventures Polímeros S.A. and Alpek Polyester Pernambuco on October 31, 2024. The period of investigation for dumping was from July 2023 to June 2024.
On September 2, 2026, the Executive Management Committee (GECEX) of Brazil’s Foreign Trade Chamber (CAMEX) issued Resolution No. 958, concluding the investigation and deciding to impose definitive anti-dumping duties on PET resin imported from Vietnam and Malaysia.
The measure will remain in force for a maximum period of five years and took effect upon publication of the Resolution in Brazil’s Official Gazette (DOU) on September 4, 2026.
Anti-Dumping Duty Rates Applicable to Vietnamese Companies
Brazil has imposed the anti-dumping duties in the form of specific duties calculated in USD per ton.
For PET resin originating from Vietnam, the applicable anti-dumping duty is USD 160.87 per ton for Vietnamese exporting companies.
For Malaysia, two duty rates apply: USD 24.28 per ton for one company and USD 116.50 per ton for other companies.
The application of specific duties will increase the costs associated with Vietnamese companies exporting PET resin to the Brazilian market. Therefore, companies should assess the impact of the new duties on export prices, profit margins, and competitiveness in this market.
What Should Vietnamese Companies Consider Following Brazil’s Imposition of the Duties?
Following the entry into force of the definitive anti-dumping measure, Vietnamese PET resin exporters should review their contracts and export plans for Brazil and reassess their pricing structures and delivery terms in light of the new duties.
Companies may also consider the possibility of requesting an administrative review of the anti-dumping duties in the future in accordance with Brazilian regulations. Monitoring relevant regulations and deadlines is essential to enable companies to protect their lawful rights and interests during the application of the measure.
In addition, companies should pay particular attention to compliance with rules of origin. Transshipment, alteration, or misdeclaration of origin for the purpose of circumventing anti-dumping duties may expose companies to significant legal and commercial risks.
Given that the anti-dumping measure may remain in force for up to five years, Vietnamese PET resin exporters may also consider diversifying their export markets while proactively monitoring developments in the case and potential reviews of the measure in the future.
