On August 14, 2026, according to information from the Vietnam Trade Office in Taipei under the Vietnam Economic and Cultural Office in Taipei, Taiwan’s Ministry of Finance (MOF) issued a notice initiating an anti-dumping (AD) investigation into certain flat-rolled cold-rolled stainless steel products imported from Vietnam.
The investigation was initiated following an application filed by Yieh United Steel Corp. and Tang Eng Iron Works Co., Ltd., steel manufacturers in Taiwan.
Products Subject to Investigation
The products subject to the investigation are flat-rolled cold-rolled stainless steel products, whether or not in coils, regardless of whether they have been surface-treated or further processed.
The products under investigation have a thickness ranging from 0.05 mm to 6.10 mm, with the following principal composition by weight:
- Nickel: 5% to 20%;
- Chromium: 15% to 25%;
- Manganese: no more than 3%;
- Aluminum: no more than 0.5%.
Products with surfaces coated, plated, or clad with metal are excluded from the scope of the investigation.
The products concerned are mainly used to manufacture products for kitchenware, the food industry, household appliances, building decoration, aerospace, petrochemicals, machinery, and transportation.

Investigation Period and Alleged Dumping Margin
The anti-dumping investigation period runs from July 1, 2025 to June 30, 2026.
According to the application, the applicants allege that goods originating from Vietnam were dumped in Taiwan at a dumping margin of 31.36% in 2025.
This margin was calculated and submitted by the applicants in their application and does not constitute a finding by the Taiwanese investigating authorities. The final duty rate, if any, will be determined based on the results of the investigation.
Taiwan to Investigate Injury and Dumping
After receiving the application, the MOF referred the case to Taiwan’s Ministry of Economic Affairs (MOEA) to investigate injury to the domestic industry.
The MOEA has 40 days from the day following receipt of the notice to make a preliminary determination of injury and notify the MOF of the result.
If the MOEA determines that the imported goods are causing injury to Taiwan’s domestic industry, the MOF will make a preliminary determination regarding dumping within 70 days from the day following receipt of the MOEA’s notification. This determination will serve as a basis for considering the imposition of provisional anti-dumping duties.
Notably, the applicants have also requested the retroactive collection of anti-dumping duties on goods imported during the 90-day period preceding the date on which provisional anti-dumping duties are imposed. This request is intended to prevent importers from increasing imports during the investigation period in order to undermine the effectiveness of the trade remedy measure.
The MOF stated that the outcome of its consideration of retroactive collection would be announced upon completion of the final determination on dumping.
According to the MOF, based on the documents submitted by the applicants, the Taiwanese authorities found reasonable grounds to suspect that the products under investigation were being imported into Taiwan at dumped prices and were causing injury to the domestic industry. Following review by the Tariff Review Subcommittee, the MOF formally decided to initiate the investigation.
Vietnamese Enterprises Need to Register to Participate in the Investigation
Relevant producers, exporters, and importers, including enterprises not named in the application, that wish to participate in the case as interested parties must complete an Application for Participation in the Investigation and submit it to the competent Taiwanese authority within 20 days from the date of publication of the initiation notice.

Where an exporter does not directly manufacture the products under investigation, the exporter must coordinate with the producer to complete the registration in accordance with the applicable requirements.
According to the list included in the initiation notice, the Taiwanese authorities have identified 20 Vietnamese producers and exporters as being involved in the case.
Producers and exporters subject to the investigation that fully cooperate with the investigating authority may be considered for the determination of an individual anti-dumping duty rate.
Risk of Adverse Duty Rates in Case of Non-Cooperation
The Taiwanese investigating authority is expected to select certain enterprises for individual duty-rate determination based on export volume.
Enterprises that fail to register for participation or fail to fully cooperate may have their dumping margins determined based on adverse facts available, which could result in higher anti-dumping duties.
Where goods subject to anti-dumping duties are imported into Taiwan, importers must also provide documentation proving that the goods were directly produced and exported to Taiwan by the enterprise to which the individual duty rate applies.
Only after the customs authorities have examined and verified the relevant documentation may the goods qualify for the individual anti-dumping duty rate applicable to the corresponding producer/exporter.
Recommendations for Vietnamese Enterprises
In light of these developments, the Trade Remedies Authority of Vietnam recommends that Vietnamese enterprises producing and exporting flat-rolled cold-rolled stainless steel products to Taiwan proactively take the necessary measures to protect their legitimate rights and interests.
Enterprises should register to participate in the investigation within the prescribed deadline and notify and coordinate with relevant foreign producers or exporters to ensure that all parties complete the required participation procedures.
In addition, enterprises should review their exports to Taiwan, accurately determine whether their products fall within the scope of the investigation, and prepare relevant data concerning production, sales, costs, export prices, and related transactions.
Throughout the investigation, enterprises should fully cooperate with the Taiwanese investigating authority and provide accurate information within the prescribed deadlines. Failure to cooperate or providing incomplete information may increase the risk of being subject to an adverse anti-dumping duty rate.
Vietnamese enterprises exporting cold-rolled stainless steel to Taiwan should pay particular attention to the 20-day deadline for registering to participate in the investigation, while promptly reviewing the product scope and preparing the necessary data to respond to the investigation questionnaires.
