Türkiye Initiates Sunset Review of Anti-Dumping Measures on Welded Stainless Steel Pipes from Vietnam

On 3 July 2026, the Ministry of Trade of Türkiye issued Communiqué No. 2026/27 initiating a sunset review of the anti-dumping measures currently imposed on certain welded stainless steel pipe products originating in Vietnam.

Existing Anti-Dumping Measures Remain Under Review

The products subject to the review include certain welded stainless steel pipes classified under the categories of “other” and “of stainless steel” under Türkiye’s tariff classification system, corresponding to GTIP codes 7306.40.20.90.00, 7306.40.80.90.00, and 7306.61.10.00.00. However, the investigating authority emphasized that the scope of the review is determined by the product description rather than solely by the tariff classification codes.

The request for the sunset review was filed by Marcegaglia TR Paslanmaz Çelik Sanayi ve Ticaret A.Ş., with the support of six Turkish producers of stainless steel pipes.

The existing anti-dumping measures were imposed under Communiqué No. 2021/38, which has been in force since July 2021, with anti-dumping duties ranging from 19.64% to 25% of the CIF value, depending on the exporter concerned.

Investigating Authority Finds That Expiry May Lead to Continued or Recurring Dumping

According to Communiqué No. 2026/27, the Ministry of Trade of Türkiye determined that the information and evidence submitted by the domestic industry provided sufficient prima facie grounds to conclude that the expiry of the anti-dumping measures would likely result in the continuation or recurrence of dumping and injury to the domestic industry.

Accordingly, the investigating authority decided to initiate a sunset review pursuant to Article 35 of the Regulation on the Prevention of Unfair Competition in Imports. Throughout the review process, the existing anti-dumping measures will remain in force until a final determination is issued.

The Communiqué also states that Vietnamese producers and exporters are entitled to submit evidence demonstrating that they satisfy the criteria for market economy treatment under Turkish law. If these criteria are not met, the normal value may be determined using the methodology applicable to non-market economy countries.

Exporters Should Cooperate Fully with the Investigation

Under the investigation procedure, the Ministry of Trade of Türkiye will send the notice of initiation and questionnaires to known producers and exporters, relevant importers, and the Embassy of Vietnam in Ankara.

Parties receiving the notice have 37 days to complete and submit their questionnaire responses. For parties that do not receive the notice directly, the 37-day deadline will be calculated from the publication date of Communiqué No. 2026/27.

The investigating authority also requires confidential submissions to be accompanied by sufficiently detailed non-confidential summaries. In addition, written communications must generally be submitted in Turkish, although questionnaire responses may be handled in accordance with the investigating authority’s instructions.

Where a company appoints legal counsel to represent it in the proceeding, the power of attorney must be prepared in accordance with the applicable legal requirements and duly authenticated in compliance with Turkish procedural rules.

Failure to cooperate, incomplete cooperation, late submission of information, or the provision of inaccurate information may lead the investigating authority to rely on the facts available, which could result in the application of higher anti-dumping duties.

Vietnamese Exporters Are Encouraged to Prepare Early

In light of the initiation of the sunset review, Vietnamese exporters of welded stainless steel pipes to Türkiye are advised to review the scope of their exported products and prepare comprehensive documentation concerning their corporate structure, production activities, production costs, export prices, customers, and supporting documents for the questionnaire response.

Exporters are also encouraged to coordinate closely with their importers in Türkiye, as well as with Vietnam’s Trade Remedies Authority, throughout the proceeding to effectively protect their legitimate rights and interests before the Turkish investigating authority.
