The Department for Internal Market Protection under the Eurasian Economic Commission (EEC) has recently announced the initiation of a safeguard investigation concerning certain imported automobile tire products entering the customs territory of the Eurasian Economic Union (EAEU).
According to the notice, the products under investigation are automobile tires with rim diameters ranging from 13 to 21 inches imported into the EAEU, excluding certain tires with rim diameters from 17.5 to 21 inches, load indexes exceeding 115, and falling under specific technical speed categories as prescribed by relevant EAEU regulations.
The reference HS codes for the investigated products include: 4011 10 000 3, 4011 10 000 9, 4011 20 100 0, 4011 20 900 0, 8708 70 500 9, and 8708 70 990 9.
The investigation was officially initiated on May 7, 2026. The initiation notice was published under the “Internal Market Protection” section of the EAEU’s Common Information Portal and Open Data Portal, as well as on the official website of the Eurasian Economic Union.
Under the investigation procedures, interested parties may register to participate in the investigation within 25 days from the initiation date in order to obtain interested party status during the proceeding.
In addition, interested parties may request a public hearing within 45 days from the initiation date, expected to be by June 21, 2026. The deadline for submitting written comments and opinions regarding the case is within 60 days from the initiation date, expected to be by July 6, 2026.
All comments and supporting documents must be prepared in Russian and submitted to the Department for Internal Market Protection of the Eurasian Economic Commission in Moscow, Russian Federation.
According to EEC regulations, parties registered in the investigation will have access to non-confidential documents contained in the investigation file, receive the non-confidential version of the application, participate in public hearings, and attend consultations throughout the investigation process.
Where confidential information is submitted to the investigating authority, the submitting party must simultaneously provide a corresponding non-confidential version in accordance with EEC guidelines. Non-confidential information submitted by interested parties will be made available to other interested parties participating in the investigation in accordance with EAEU regulations.
