On April 2, 2026, the Ministry of Industry and Trade of Vietnam issued Decision No. 612/QĐ-BCT on the imposition of provisional anti-circumvention trade remedy measures on certain hot-rolled steel products originating from the People’s Republic of China (China). The decision aims to control the increasing imports of hot-rolled steel and ensure the effectiveness of the trade remedy measures previously imposed.
According to the decision, provisional anti-circumvention trade remedy measures apply to certain hot-rolled steel products with a width greater than 1,880 mm and less than or equal to 2,300 mm originating from China. The applicable anti-dumping duty rate is 27.83%, based on Decision No. 1959/QĐ-BCT dated July 4, 2025, on the imposition of anti-dumping measures on hot-rolled steel products imported from China.
The decision to impose anti-circumvention measures was issued based on preliminary investigation results conducted by the competent authority in accordance with Vietnam’s trade remedy regulations. The investigation was carried out on the principles of objectivity, transparency, and ensuring the participation rights of all relevant parties.
Preliminary findings indicate the existence of circumvention of trade remedy measures on hot-rolled steel products originating from China through minor modifications to product characteristics compared to those already subject to anti-dumping measures under Decision No. 1959/QĐ-BCT. At the same time, the investigating authority noted that the domestic steel industry has suffered injury due to the sharp increase in imports of the investigated products.
Economic indicators also show that the effectiveness of the anti-dumping measures has been weakened as imports of hot-rolled steel from China continue to rise. This development reduces the protective impact of the trade remedy measures and creates significant competitive pressure on domestic steel producers.
According to data compiled from customs authorities, imports of hot-rolled steel subject to the anti-circumvention investigation increased significantly after the Ministry of Industry and Trade issued the initial investigation decision. Notably, even after Decision No. 1959/QĐ-BCT took effect, imports of hot-rolled steel with a width from over 1,880 mm to 2,300 mm from China continued to rise sharply.
In light of these developments, the Ministry of Industry and Trade considers the imposition of provisional anti-circumvention trade remedy measures necessary to prevent a rapid surge in imports and to limit further injury to the domestic steel industry during the ongoing investigation period.
In the coming period, in accordance with the Law on Foreign Trade Management, the Ministry of Industry and Trade will continue working with relevant parties to collect additional information and verify documents provided by enterprises. Based on a comprehensive assessment of all relevant factors, the investigating authority will issue a final determination and decide on the official measures to be applied.
