On July 8, 2025, the Ministry of Industry and Trade of Vietnam issued Decision No. 1978/QĐ-BCT to initiate the sunset review of anti-dumping measures on certain H-shaped steel products originating from Malaysia (Case No. ER01.AD12). Based on the investigation timeline and applicable legal regulations, the Trade Remedies Authority of Vietnam has officially announced the conclusion of the review process for this case.
1. General Information on the Case
The sunset review was conducted in accordance with the Law on Foreign Trade Management 2017, which stipulates that the anti-dumping review period must not exceed nine months from the date of initiation and may be extended once for no more than three additional months if necessary. Under this regulation, the investigation period for Case ER01.AD12 is scheduled to conclude on April 8, 2026.
In addition, pursuant to Government Decree No. 86/2025/NĐ-CP on trade remedy measures, the investigating authority is required to publicly announce the conclusion of the review at least seven days before the investigation deadline and cease receiving comments, information, and documents from interested parties from the date of the announcement.
Based on these provisions, the Trade Remedies Authority of Vietnam has officially announced the conclusion of the investigation for Case ER01.AD12 and has stopped receiving all information and documents submitted by interested parties from the time of the announcement.
2. Next Steps Following the Conclusion of the Review
Following the conclusion of the investigation, the investigating authority will proceed with compiling and evaluating all submitted data, records, and arguments from interested parties to prepare the final sunset review determination.
Under current regulations, within 20 days from the announcement of the conclusion of the review, the investigating authority will issue the official review conclusion, which will serve as the basis for the Ministry of Industry and Trade to decide whether to maintain, amend, or terminate the anti-dumping measures on imported H-shaped steel products from Malaysia.
The outcome of this review is significant for domestic steel producers as well as importing enterprises, as the final decision will directly affect the continuation or adjustment of the trade remedy measures currently in force.
