Australia Officially Decides Not to Impose Anti-Dumping Duties on Hot-Rolled Deformed Steel Reinforcing Bars Originating from Vietnam

On 16 December 2025, the Australian Anti-Dumping Commission (ADC) issued a Notice on the partial termination of the anti-dumping investigation concerning imports of hot rolled deformed steel reinforcing bar in lengths from Indonesia, Thailand, Malaysia, Türkiye, and Vietnam.

The investigation was initiated by the ADC on 24 September 2024 based on an application filed by the complainant, Infrabuild NSW Pty Limited (InfraBuild), pursuant to subsection 269TB(1) of the Australian Customs Act 1901.

Regarding the partial termination decision, based on the investigation findings, the case record, and submissions from interested parties, the ADC decided to terminate the investigation with respect to certain specific exporters from the countries under investigation, including Vietnam.

Accordingly, one Vietnamese exporting company was found by the ADC to have engaged in dumping; however, the dumping margin determined was less than 2 percent of the weighted average export price. Under Australian law, such a margin is considered de minimis, and therefore the ADC decided to terminate the investigation with respect to this exporter pursuant to subsection 269TDA(1)(b)(ii) of the Australian Customs Act.

The Termination Report No. 655, which sets out the factual and legal bases for the ADC’s decision, has been published on the ADC’s public record.

With respect to the remaining scope of the investigation, although the investigation has been terminated for certain exporters as noted above, the anti-dumping investigation on hot rolled deformed steel reinforcing bars from the countries concerned continues for other exporters and countries within the scope of the case.

In accordance with procedural requirements, the ADC is required to report its final investigation findings to the Minister for Industry and Innovation, who also serves as the Minister for Science, no later than 18 December 2025.

Under Australian law, the applicant, InfraBuild, has the right to request a review of the termination decision by submitting an application to the Anti-Dumping Review Panel in the prescribed form and in accordance with the prescribed procedures within 30 days from the date of publication of the ADC Notice.

Although the ADC has terminated the investigation with respect to a Vietnamese exporter, which was also the largest exporter of the investigated product during the period of consideration, Vietnamese enterprises should continue to closely monitor subsequent developments in the case, particularly in the event that the applicant requests a review by the Anti-Dumping Review Panel.

The Trade Remedies Authority of Vietnam recommends that relevant Vietnamese steel producers and exporters continue to closely follow developments during the remaining investigation period, proactively cooperate and provide full information to the Australian investigating authority when requested, and maintain close coordination with the Trade Remedies Authority of Vietnam to ensure timely responses should new developments arise. The Trade Remedies Authority of Vietnam will continue to closely monitor the case and promptly update the business community.
