On October 16, 2025, the Minister of Industry and Trade issued Decision No. 3013/QD-BCT and the accompanying Notice on the conduct of the sunset review of the anti-dumping measure applied to polyester long filament products originating from the Republic of India, the Republic of Indonesia, Malaysia, and the People’s Republic of China (Case No. ER01.AD10).
The Investigating Authority has released the Investigation Questionnaire for domestic producers and importers to collect relevant information and data for the review process.
Specifically:
• The Investigation Questionnaire is publicly available on the Trade Remedies E-Submission System (https://online.trav.gov.vn), the websites of the Investigating Authority (www.pvtm.gov.vn), and the Ministry of Industry and Trade (www.moit.gov.vn).
• Deadline for submitting responses: before 17:00 on December 12, 2025 (Hanoi time).
• Methods of submission:
o Online submission via the Trade Remedies E-Submission System: https://online.trav.gov.vn
o Detailed instructions, regulations, and submission procedures are provided in Appendix 3 and other materials attached to the Investigation Questionnaire.
To safeguard their legitimate rights and interests, the Investigating Authority urges all relevant domestic producers and importers to actively participate, submit their questionnaire responses, and fully cooperate throughout the review process.
Information provided in the questionnaire responses will serve as the basis for the Investigating Authority’s assessment, analysis, and conclusion of the case. In cases where the Authority does not receive timely responses or the information submitted is inaccurate or incomplete, the Authority will apply the provisions of Article 9 of Decree No. 86/2025/ND-CP on non-cooperation in trade remedy proceedings.
Note: For importers of the investigated goods, to ensure their rights and interests, in addition to submitting the Investigation Questionnaire, enterprises are advised to proactively inform and coordinate with their exporting partners in the aforementioned countries so that those exporters can fulfill their obligation to respond to the Investigation Questionnaire for foreign producers/exporters.
Detailed instructions on how to complete the questionnaire, the number of copies to be submitted, the format, and the deadline for submission are provided in the questionnaire package. Enterprises should carefully review the instructions before completing and submitting their responses within the prescribed time limit.
