On August 18, 2025, the Ministry of Industry and Trade of Vietnam issued Decision No. 2333/QĐ-BCT to initiate an anti-dumping investigation on certain ceramic tile products originating from the Republic of India (case code: AD23). The scope, subject matter, and timeline of the investigation are detailed in Decision No. 2333/QĐ-BCT and the accompanying Notice.
Pursuant to Article 39 of Decree No. 86/2025/NĐ-CP dated April 11, 2025, providing detailed regulations on the implementation of certain provisions of the Law on Foreign Trade Management regarding trade remedies, the Trade Remedies Authority of Vietnam (the investigating authority) issued Notice No. 131/TB-PVTM regarding the issuance of the Sampling Questionnaire to relevant foreign producers and exporters.
The response to the Questionnaire consists of two parts: a confidential version and a limited-access version. The investigating authority only accepts submissions through the TRAV ONLINE system, with the deadline set for September 10, 2025 (Hanoi time).
To safeguard their legitimate rights and interests, the investigating authority strongly encourages foreign producers and exporters to fully cooperate throughout the investigation. The authority reserves the right to request expert assessments, verify and cross-check submitted information, and collect additional documents as necessary, including on-site verifications at the facilities or offices of the parties concerned.
In cases where companies fail to submit the Questionnaire response by the deadline, or provide false, incomplete, or non-compliant information, the investigating authority will apply the provisions on non-cooperation under Vietnam’s trade remedy laws.
Throughout the investigation, the submission and use of information by interested parties will be subject to confidentiality rules under Article 75 of the Law on Foreign Trade Management and related implementing regulations. Companies are advised to carefully review the instructions in the Sampling Questionnaire and ensure timely submission of their responses.
