The U.S. Department of Commerce (DOC) has announced the initiation of administrative reviews concerning certain Vietnamese products currently subject to anti-dumping (AD) and/or countervailing duty (CVD) measures. Specific cases include:
- Certain Paper Shopping Bags – Subject to AD duties.
• Case Number: A-552-836
• Period of Review: March 1, 2024 – June 30, 2025 - Steel Nails – Subject to AD duties.
• Case Number: A-552-818
• Period of Review: July 1, 2024 – June 30, 2025 - Certain Walk-Behind Lawn Mowers and Parts Thereof – Subject to AD duties.
• Case Number: A-552-830
• Period of Review: July 1, 2024 – June 30, 2025 - Welded Stainless Pressure Pipe – Subject to AD duties.
• Case Number: A-552-816
• Period of Review: July 1, 2024 – June 30, 2025 - Passenger Vehicles and Light Truck Tires – Subject to CVD duties.
• Case Number: C-552-829
• Period of Review: January 1, 2024 – December 31, 2024
Deadlines and Related Procedures
• Interested parties have 30 days from the date of notice publication (July 30, 2025) to register their participation and file requests for review. The final deadline to submit requests is July 31, 2025.
• If no review request is submitted for specific shipments, DOC will instruct U.S. Customs and Border Protection (CBP) to finalize the liquidation of previously deposited duties.
Mandatory Respondent Selection and Information Requirements
• Within 35 days from the date of publication in the Federal Register (expected August 4, 2025), DOC will select mandatory respondents based on CBP data. DOC may also issue a Quantity and Value (Q&V) Questionnaire for this purpose.
• Parties may withdraw their review requests within 90 days from the date of publication (expected by September 28, 2025), subject to possible extensions.
Request for Separate Rate Application
• For non-market economy cases—such as those involving Vietnam—exporters wishing to obtain a separate rate must file an application within 21 days of the initiation notice (expected deadline: August 21, 2025).
• Exporters who fail to submit the application and are not selected as mandatory respondents may be subject to the country-wide rate.
• DOC will also request information to determine a surrogate country in the course of calculating normal value.
Recommendations from Vietnamese Authorities
The Trade Remedies Authority of Vietnam (under the Ministry of Industry and Trade) advises all relevant producers and exporters to:
• Proactively monitor the case developments;
• Fully comply with DOC’s information and procedural requirements;
• Closely coordinate with the Trade Remedies Authority of Vietnam to safeguard their legitimate rights and interests.
