On July 18, 2025, the Ministry of Industry and Trade of Vietnam issued Decision No. 2093/QD-BCT to initiate an anti-dumping investigation concerning certain colorless float glass products originating from the Republic of Indonesia and Malaysia, classified under HS codes 7005.29.20 and 7005.29.90 (case code: AD22).
The investigation was initiated based on the preliminary assessment conducted in accordance with Vietnam’s trade remedy laws, following a duly submitted and valid request for the application of anti-dumping measures filed on June 6, 2025, by domestic producers representing the local industry. These include Chu Lai Float Glass Joint Stock Company, Ha Long Float Glass Joint Stock Company, Phu My Ultra Clear Float Glass Co., Ltd., and Vietnam Float Glass Co., Ltd.
The domestic industry alleges that colorless float glass originating from Indonesia and Malaysia is being dumped into the Vietnamese market, causing significant injury to domestic manufacturing.
In accordance with applicable laws, after issuing the decision to initiate the investigation, the Ministry of Industry and Trade will send questionnaires to relevant parties to collect information for the analysis and assessment of the allegations, including: (i) the dumping practices by exporters from the investigated countries; (ii) the injury suffered by the domestic industry; and (iii) the causal relationship between the dumping and the injury to the domestic industry.
If necessary, based on the results of the preliminary investigation, the Ministry may impose provisional anti-dumping measures to prevent further dumping and serious injury to the domestic industry.
The Ministry will conduct verification of the information provided by relevant parties before issuing its final conclusion. Public consultations will also be organized to provide stakeholders with the opportunity to directly present information and express their views prior to the final determination.
All organizations and individuals involved in the export, import, distribution, trading, or use of the investigated products are encouraged to register as interested parties and submit all necessary information to protect their legitimate rights and interests in accordance with the law.
The deadline for registration as an interested party is October 14, 2025.
