On June 30, 2025, the Ministry of Finance of Vietnam issued Circular No. 64/2025/TT-BTC, effective from July 1, 2025 to December 31, 2026, providing a 50% reduction in several types of fees to support the recovery of business and production activities. Notably, fees related to intellectual property rights in the fields of crop cultivation and forest tree varieties are significantly reduced, including:
- 50% reduction in the fee for granting protection titles and certifying contracts for the transfer of industrial property rights (compared to the rates specified in Circular No. 207/2016/TT-BTC);
- 50% reduction in the application fee for registration of intellectual property rights in the fields of crop cultivation and forest tree varieties;
- 50% reduction in the fees for granting practicing certificates, publishing, and registering industrial property representatives in the aforementioned fields;
- 50% reduction in general industrial property fees (under Circular No. 263/2016/TT-BTC).
This is a highly practical policy that enables agricultural and forestry businesses, plant breeding research institutions, and other IP holders to significantly reduce the cost of establishing and protecting intellectual property rights in Vietnam. At the same time, the reduction in representative practice fees is expected to promote the development of legal professionals specializing in this area, typically to trademark in Vietnam, patent in Vietnam and industrial design in Vietnam.
