Recently, the Department of Foreign Trade of Thailand (Investigating Authority) accepted a petition to initiate an anti-dumping investigation on cold-rolled stainless steel products originating from or imported from Vietnam, posing the risk of trade remedy investigations for Vietnamese producers of this product.
The petitioner is Posco-Thainox Public Co., Ltd. The cold-rolled stainless steel (HS codes 7219; 7220) under investigation is produced by rolling steel at a temperature lower than its recrystallization point (usually at room temperature). This process enhances the steel’s strength, hardness, and surface finish, making it a widely used material in various industrial and civil sectors.
Cold-rolled stainless steel is manufactured by cold rolling sheets or coils after they have undergone heat treatment or hot rolling. The cold rolling process increases dimensional accuracy and creates a smooth surface. After rolling, the steel is often annealed to reduce stress and improve ductility.
Stainless steel is known for its resistance to corrosion and rust in wet, acidic, or alkaline environments. It can be easily cut, bent, and welded, making cold-rolled stainless steel widely used in various fields.
Most notably, this product is applied in the automotive industry, home appliance manufacturing, construction, and healthcare. In the automotive sector, cold-rolled stainless steel is used to produce car body parts and exhaust systems due to its strength and durability. In home appliances, stainless steel is favored for its shiny surface and ease of cleaning, making it ideal for refrigerators, washing machines, and stoves.
Additionally, it is used in modern architecture for its aesthetic appeal and strength, while in the medical field, cold-rolled stainless steel is used to produce surgical instruments and equipment due to its safety, bacterial resistance, and corrosion resistance.
In recent years, Vietnam’s production of cold-rolled stainless steel has experienced significant growth, driven by the strong development of the domestic steel industry and increasing demand in sectors such as construction, automotive manufacturing, and home appliances. Vietnam is home to many modern stainless steel production plants, especially from major corporations such as Hòa Phát, Posco Vietnam, and several foreign investors. These enterprises have invested in advanced cold-rolling production lines to meet domestic demand and export.
Specifically, Posco’s plant in Bà Rịa – Vũng Tàu is one of Vietnam’s largest cold-rolled stainless steel production facilities, supplying a significant volume of products to both domestic and international markets. Vietnamese cold-rolled stainless steel products not only meet domestic demand but are also exported to many countries, particularly major markets such as South Korea, Japan, and the EU. This has helped position Vietnam as a leading cold-rolled stainless steel producer in Southeast Asia.
The output of cold-rolled stainless steel in Vietnam is expected to continue growing in the coming years due to sustained demand from industrial and construction sectors, as well as the expansion and upgrading of production plants.
However, this growth also increases the risk of anti-dumping investigations from international investigating authorities, such as Thailand.
To respond promptly to this matter, the Vietnam Steel Association (VSA) and relevant manufacturers and exporters should review their export activities to Thailand from 2020 to the present and engage with Vietnamese law firms with expertise in anti-dumping and trade remedy cases for timely assistance.
