On June 5, 2024, the Ministry of Industry and Trade of Vietnam issued Decision No. 1358/QD-BCT, extending the final review period for the application of antidumping measures on certain painted flat-rolled alloy and non-alloy steel products originating from South Korea and China by three months. The review is now set to conclude on October 23, 2024.
In 2021, Vietnam issued Decision No. 786/QD-BCT on the results of a new exporter review and Decision No. 1283/QD-BCT on the results of the first review. At the end of 2022, Vietnam issued Decision No. 2964/QD-BCT to amend and supplement Decision No. 1283/QD-BCT. Consequently, the final antidumping duties applied to Chinese exporters of flat-rolled alloy or non-alloy steel products were set at 2.56% – 34.27%, and for South Korean exporters at 4.95% – 19.25%.
On July 25, 2023, Vietnam announced the acceptance of applications for the final review and received complete and valid applications from domestic producers. On October 23, 2023, Vietnam issued Decision No. 2751/QD-BCT to initiate the final review of the application of antidumping measures on certain painted flat-rolled alloy and non-alloy steel products from South Korea and China.
The imported painted flat-rolled alloy and non-alloy steel products from South Korea and China are classified under HS codes 7210.70.12, 7210.70.13, 7210.70.19, 7210.70.21, 7210.70.29, 7210.70.91, 7210.70.99, 7212.40.11, 7212.40.12, 7212.40.13, 7212.40.14, 7212.40.19, 7212.40.91, 7212.40.99, 7225.99.90, 7226.99.
To ensure a comprehensive, objective review and to thoroughly assess the information provided by all relevant parties, the Ministry of Industry and Trade, based on Article 82 of the Law on Foreign Trade Management, has extended the final review period for the application of antidumping measures on certain painted flat-rolled alloy and non-alloy steel products from South Korea and China by three months. The new deadline for concluding the review is October 23, 2024.
