On May 3, 2024, the Vietnam Trade Remedies Authority officially announced the receipt of a complete and valid dossier requesting an investigation into the application of anti-dumping measures on coated steel from China and South Korea, following the acceptance of investigation requests from stakeholders on April 19, 2024.
The decision to proceed with the investigation is based on the assessment results according to legal regulations, in response to the complete and valid request dossier submitted by companies representing the domestic industry, including five companies: Hoa Sen Group JSC, Nam Kim Steel JSC, Phuong Nam Sheet Metal Company, Dong A Joint Stock Company, and China Steel & Nippon Steel Vietnam Joint Stock Company.
The domestic industry has accused that coated steel products from China and South Korea have been and are being dumped in the Vietnamese market, causing significant damage to the domestic production sector.
In the coming period, stakeholders will receive investigation questionnaires to collect information for analyzing and evaluating the allegations, including: (i) dumping behavior of exporters from the investigated countries; (ii) damage to the production of certain products in Vietnam; and (iii) the causal relationship between dumping behavior and the damage to the production of certain domestic products.
If necessary, based on preliminary investigation results, the Ministry of Industry and Trade of Vietnam may apply provisional anti-dumping measures to prevent the continued damage caused by dumping to the domestic industry.
The Ministry of Industry and Trade will verify and re-examine the information provided by the stakeholders before completing the official investigation conclusions. Additionally, the Ministry will organize public consultations to allow stakeholders to directly exchange, provide information, and express their views on the case before making a final conclusion.
To protect their rights, all organizations and individuals involved in the import, export, distribution, business, or use of the investigated goods should register as stakeholders and provide the necessary information to the Ministry of Industry and Trade. For maximum efficiency, stakeholders are advised to contact specialized anti-dumping and trade defense law firms for timely support.
The deadline for stakeholder registration is September 8, 2024.
