On June 5, 2024, the Ministry of Industry and Trade of Vietnam issued Decision No. 1360/QD-BCT, extending the investigation period for the application of antidumping measures on prestressed steel cable products from Malaysia, Thailand, and China (Case No. AD17) by six months. The investigation will now conclude on January 5, 2025.
On July 5, 2023, the Ministry of Industry and Trade of Vietnam issued Decision No. 1704/QD-BCT to initiate an antidumping investigation on prestressed steel cable products from Malaysia, Thailand, and China. The investigated products, imported into Vietnam from these countries, are classified under HS codes 7312.10.91 and 7312.10.99.
According to the investigation request submitted by Hoa Phat Prestressed Steel One Member LLC on behalf of the domestic industry, prestressed steel cable products from Malaysia, Thailand, and China have been and are being dumped in the Vietnamese market.
The domestic industry claims that this dumping practice is the primary factor hindering the development of Vietnam’s prestressed steel cable manufacturing sector, thus impeding the growth of Vietnamese enterprises and the national economy, leading to significant reliance on the investigated products from these countries.
On August 30, 2023, the Vietnam Trade Remedies Authority issued Notification No. 78/TB-PVTM, releasing the official questionnaire for foreign producers/exporters involved in Case No. AD17.
To allow more time for a comprehensive and objective review of all issues related to the case, as well as the opinions of the involved parties, the Ministry of Industry and Trade, based on the provisions of Article 70 of the Law on Foreign Trade Management No. 05/2017/QH14, has extended the investigation period for the application of antidumping measures on prestressed steel cable products from Malaysia, Thailand, and China by six months. The new deadline for concluding the investigation is January 5, 2025.
