The United States initiates administrative review of anti-dumping duties on Oil Country Tubular Goods (OCTG) from Vietnam

On October 17, 2024, the U.S. Department of Commerce (DOC) announced the initiation of an administrative review of the anti-dumping duty order on oil country tubular goods (OCTG) from Vietnam. The review period extends from September 1, 2023, to August 31, 2024, and is expected to include several Vietnamese companies that export OCTG to the U.S.

If any company listed for review did not export OCTG to the U.S. during the review period, they must notify the DOC within 30 days of the announcement to be considered for exclusion from the review process.

Within 35 days from the initiation notice, the DOC plans to select mandatory respondents based on export volumes, ranking from highest to lowest, as reported by U.S. Customs and Border Protection (CBP). Additionally, parties may withdraw their requests for review within 90 days of the notice.

For non-market economy countries such as Vietnam, companies seeking separate rates must submit a separate rate application within 30 days of the announcement. Companies that do not file this application and are not selected as mandatory respondents will be subject to the national rate, which is generally unfavorable.

This rate may apply similarly to companies that fail to cooperate fully during the investigation, such as by providing inaccurate, dishonest, or untimely information.

The DOC is expected to issue the final results of the administrative review of the anti-dumping duties on OCTG from Vietnam by September 30, 2025.
