On June 6, 2024, the United States Department of Commerce (DOC) issued an official notice regarding the extension of the deadline for the final conclusion on the product scope review and anti-circumvention investigation concerning Vietnamese wooden cabinets.
Since April 2020, the United States has imposed anti-dumping and countervailing duties on wooden cabinets originating from China, with anti-dumping duties ranging from 4.37% to 262.18% and countervailing duties ranging from 13.33% to 293.45%.
On May 24, 2022, the DOC initiated a scope inquiry to determine whether wooden cabinets, vanities, and their components from China, further processed in Malaysia or Vietnam and then exported to the United States, fall within the scope of the anti-dumping and countervailing duty orders on wooden cabinets from China.
On September 21, 2022, the DOC extended the deadline for issuing final scope conclusions by 177 days to March 17, 2023. On March 16, 2023, the DOC exercised its authority to issue preliminary scope determinations.
Over the following two years, the DOC has continued to extend the deadline for final scope conclusions multiple times. Most recently, the DOC announced that the final conclusion on the product scope review has been extended to July 15, 2024. For the anti-circumvention investigation, the DOC has also extended the deadlines for the preliminary and final conclusions to July 29 and October 28, 2024, respectively.
The extension of the preliminary anti-circumvention conclusion deadline ensures a 14-day gap from the product scope review final conclusion deadline. Similarly, the final conclusion deadline for the anti-circumvention investigation has been extended by 31 days to maintain a 90-day gap between the two final conclusion deadlines.
