Strengthening E-commerce Management in Vietnam

Vietnam’s e-commerce sector has witnessed remarkable growth, becoming a cornerstone of modern business practices. Acknowledging the significant opportunities and challenges posed by this rapidly expanding industry, Prime Minister Pham Minh Chinh has directed relevant ministries and local authorities to tighten state management of e-commerce through official telegram 119/CD-TTg dated November 25.

E-commerce has emerged as a popular and efficient method for businesses and individuals to introduce and deliver products to consumers. This growth reflects its potential to revolutionize traditional commerce by offering convenience, accessibility, and broader market reach. However, this rapid development is accompanied by challenges, including:

  • Ensuring transaction security: Protecting online transactions and combating cyber threats is critical for building trust among consumers and businesses.
  • Consumer protection: Safeguarding buyers from counterfeit and substandard products, ensuring product quality, and addressing violations of intellectual property rights.
  • Regulatory compliance: Strengthening oversight to ensure adherence to tax laws and preventing fraudulent activities.

Government Initiatives to Enhance E-commerce Governance

To address these issues and maintain a balanced growth trajectory, the Prime Minister has outlined a comprehensive roadmap involving key ministries:

Ministry of Industry and Trade

The Ministry is tasked with collaborating with other ministries and agencies to:

  • Propose amendments and additions to policies and legal frameworks governing e-commerce.
  • Ensure updated regulations align with the dynamic nature of the e-commerce sector.

Ministry of Finance

The Ministry will:

  • Coordinate with relevant stakeholders to propose amendments to Decree No. 123/2020/ND-CP on invoices and receipts.
  • Focus on implementing measures to enhance tax compliance within e-commerce activities.

Ministry of Information and Communications

This Ministry is responsible for:

  • Strengthening penalties and taking decisive actions such as suspensions or revocation of licenses for violations within the e-commerce domain.
  • Proposing legal amendments to ensure a robust regulatory environment.

Ministry of Public Security

The Ministry has been instructed to:

  • Promote the implementation of electronic authentication services for e-commerce platforms, enhancing the security of online transactions.
  • Strengthen cybersecurity measures to prevent and handle violations effectively.
  • Direct functional units to investigate and address e-commerce-related crimes in accordance with the law.

Vietnam’s proactive approach to e-commerce governance aims to foster sustainable growth while addressing systemic issues.
