According to the Trade Commission Notice No. 2024-8 dated May 30, 2024, the Korea Trade Commission (Korean Investigative Authority) has initiated an anti-dumping investigation on cold-rolled stainless steel originating from or imported from Vietnam based on a request from the petitioner, POSCO Co., Ltd.
The investigated goods are cold-rolled stainless steel classified under HS codes 7219.31.1010, 7219.31.1090, 7219.31.9000, 7219.32.1010, 7219.32.1090, 7219.32.9000, 7219.33.1010, 7219.33.1090, 7219.33.9000, 7219.34.1010, 7219.34.1090, 7219.34.9000, 7219.35.1010, 7219.35.1090, 7219.35.9000, 7219.90.1010, 7219.90.1090, 7219.90.9000, 7220.20.1010, 7220.20.1090, 7220.20.9000, 7220.90.1010, 7220.90.1090, 7220.90.9000.
In the initiation notice, the Korean Investigative Authority has requested the relevant parties to provide information and documents, offering guidance on information submission, deadlines, and other related contents. Interested parties must report the scope of the investigated goods within four weeks from the date the decision to initiate the investigation is published in the Gazette.
Named Vietnamese suppliers under investigation include Yongjin Metal Technology Co., Ltd. (Vietnam), TVL Joint Stock Company, and TVL Steel Manufacturing and Construction Joint Stock Company.
Other parties involved in the production and export of the investigated goods who are not named can proactively register as interested parties to be included in the investigation, receive, and respond to questionnaires on anti-dumping, countervailing, and trade remedies. The registration deadline is three weeks from the announcement of the investigation decision.
Investigation Period:
- Anti-dumping: January 1, 2023 – December 31, 2023
- Domestic industry injury monitoring: January 1, 2021 – December 31, 2023
The Investigative Authority is expected to issue a preliminary investigation conclusion within three months from the initiation decision date. In the coming period, all relevant parties should actively cooperate with the Investigative Authority by responding to questionnaires and submitting requested information accurately and on time.
