South Korea conducts end-of-term review of anti-dumping duties on plywood from Vietnam

On July 3, 2023, the Ministry of Economy and Finance of South Korea sent a letter to the Vietnamese Ambassador in South Korea regarding South Korea’s initiation of an end-of-term review of anti-dumping duties on plywood from Vietnam.

In accordance with Article 12.1 of the Agreement Implementing Article 6 of the General Agreement on Tariffs and Trade 1994 (Anti-Dumping Code), South Korea notified the Vietnamese representatives of the official initiation of the end-of-term review investigation of anti-dumping duties on plywood from Vietnam, as stipulated in Article 56 of the Customs Law, at the request of the Korea Wood Panel Association.

The products subject to the review are classified under the following HS codes: 4412.31; 4412.33; 4412.34; 4412.39; 4412.91; 4412.92; and 4412.99.

According to the application submitted on May 4, 2023, the petitioner, the Korea Wood Panel Association, requested the South Korean government to consider reviewing the need for the continued imposition of anti-dumping duties on plywood from Vietnam.

The reason for the review request is that the expiration of the anti-dumping duties on plywood from Vietnam could lead to the continuation or recurrence of dumping practices and cause injury to the domestic manufacturing industry.

Therefore, the Ministry of Economy and Finance of South Korea officially issued a decision to initiate the end-of-term review investigation of anti-dumping duties on plywood from Vietnam after consultation with the Korea Trade Commission.

It is known that the imposition of anti-dumping duties on plywood from Vietnam was originally issued under Decree No. 815 of the Ministry of Economy and Finance of South Korea on November 6, 2020, and subsequently amended by Decree No. 882 on December 31, 2021.

Six Vietnamese companies were named in the review request submitted by the petitioner. Other companies wishing to participate in the review may request the Korea Trade Commission to be included.
