On October 10, 2024, the Malaysian Ministry of Investment, Trade, and Industry (MITI) announced the initiation of an anti-dumping investigation on steel wire rods from China, Indonesia, and Vietnam.
The investigation was initiated following the receipt of a valid petition from Malaysia’s domestic steel wire rod industry, represented by Southern Steel Berhad.
The investigated products are steel wire rods, classified under the HS and AHTN codes: 7231.91.10.00; 7213.91.20.00; 7213.91.90.00; 7227.90.90.00.
Investigation period: (i) Dumping: March 1, 2023 – February 29, 2024 (ii) Injury: March 1, 2021 – February 28, 2022; March 1, 2022 – February 28, 2023, and the dumping investigation period.
In the coming period, the investigating authority will send questionnaires to the relevant parties. In case the concerned manufacturers and exporters do not receive the questionnaire, they must immediately contact the investigating authority to register as interested parties and participate in the investigation to avoid being subjected to an unfavorable national tax rate.
The deadline for registration using this method is 15 days from the date of the investigation’s initiation.
For parties receiving the questionnaire, they must prepare their submissions with truthful and accurate information and respond to the investigating authority within 30 days from the date of the investigation notice. If comments, responses, or information are not provided, the investigating authority will use available data to calculate its findings.
To protect their interests, companies should be fully prepared to cooperate comprehensively with the investigating authority to avoid being found uncooperative, which could lead to higher duties and ultimately end their competitiveness in the Malaysian market, along with numerous other potential damages.
