On March 19, 2024, the Directorate General of Trade Remedies (DGTR) of India issued an anti-dumping questionnaire for textured tempered coated and uncoated glass products originating from or imported from Vietnam and China, in accordance with the Customs Tariff Act of 1975 to investigate the existence, extent, and impact of the alleged dumping.
Some information regarding the DGTR’s Anti-Dumping Questionnaire:
- Notification Date: March 19, 2024;
- Anti-Dumping Investigation Period: from January 1, 2023, to December 31, 2023;
- Injury Investigation Period: from April 1, 2020, to December 31, 2023;
- Deadline for Confidentiality Comments: 7 days from the notification date;
- Deadline for Product Under Consideration (PUC) and Product Control Number (PCN) scope comments: 10 days from the notification date;
- Deadline for submitting Questionnaire Response: 30 days from the publication of PCN on the DGTR website. However, this deadline may change, so concerned parties should regularly monitor the DGTR website for accurate updates on the Questionnaire Response deadline;

Notes on the case
The purpose of the questionnaire is to gather necessary information to complete the anti-dumping investigation. Companies need to provide clear and accurate answers, indicate the sources of information used, and, if necessary, attach supporting documents.
Any spreadsheets or documents used to answer this questionnaire, if unable to be attached for any reason, must be prepared and made available for inspection/verification by the Investigating Authority.
Although the information in the questionnaire is clearly defined, the Investigating Authority reserves the right to request any information related to this investigation at any time during the investigation and anti-dumping measures implementation process.
Responses to the Questionnaire must be written in English, and all additional information or accompanying documents must also be in English or accompanied by an English translation certified by the CEO of the investigated company as accurate, complete, and representing a fair and accurate view of the data to the best of their knowledge and belief.
Exporting parties must also provide information about their relevant entities in India, such as importers, partners, along with information about products sold in the domestic market or third countries, if any.
All financial information must be provided in local currency. Exchange rates of the local currency to USD for the corresponding period must be provided in each spreadsheet.
Vietnamese manufacturers and exporters of the investigated products should actively participate in cooperation with the Indian Investigating Authority throughout the entire case process. Full cooperation will help companies receive lower anti-dumping duties or be exempted from duties if it is determined that the companies are not engaged in dumping activity.
