On August 8, 2024, the European Commission (EC) issued a notice to initiate an anti-dumping investigation on certain hot rolled steel products originating from Egypt, India, Japan, and Vietnam.
The European Commission stated that it had previously received a request to initiate an anti-dumping investigation on certain hot rolled steel products imported into the EU territory from non-EU countries, alleging that the import of certain hot rolled steel products made of iron, non-alloy steel, or other alloy steels originating from Egypt, India, Japan, and Vietnam is being dumped and, therefore, causing harm to the European Union industry.
Some detailed information about the case is as follows:
- Products alleged to be dumped: The investigated products originate from Egypt, India, Japan, and Vietnam, currently classified under CN codes 7208 10 00, 7208 25 00, 7208 26 00, 7208 27 00, 7208 36 00, 7208 37 00, 7208 38 00, 7208 39 00, 7208 40 00, 7208 52 10, 7208 52 99, 7208 53 10, 7208 53 90, 7208 54 00, 7211 13 00, 7211 14 00, 7211 19 00, ex 7225 19 10 (TARIC code 7225 19 10 90), 7225 30 90, ex 7225 40 60 (TARIC code 7225 40 60 90), 7225 40 90, ex 7226 19 10 (TARIC codes 7226 19 10 91, 7226 19 10 95), 7226 91 91, and 7226 91 99 (CN and TARIC codes are provided for information only and may change later in the tariff classification).
- Date of request submission: June 24, 2024.
- Date of initiation notice: August 8, 2024.
- Requesting party: European Steel Association.
- Goods under investigation: Hot rolled steel.
- Some excluded goods: (1) Stainless steel or silicon-electrical steel; (2) Tool steel and high-hardness specialty tool steel; (3) Steel not in coils, non-patterned, with a thickness greater than 10 mm and a width of 600 mm or more; and (4) Steel not in coils, non-patterned, with a thickness of 4.75 mm or more but not exceeding 10 mm, and a width of 2050 mm or more.
- Anti-dumping investigation period: From April 1, 2023, to March 31, 2024.
- Injury investigation period: From January 1, 2021, to March 31, 2024.
