On December 19, 2024, the European Commission (EC) officially issued Notification No. C/2024/7541 regarding the initiation of a safeguard investigation on certain manganese and silicon alloys. The products under investigation fall under the following HS codes: 28.04.69.00; 72.02.11.20; 72.02.11.80; 72.02.19.00; 72.02.21.00; 72.02.29.10; 72.02.29.90; 72.02.30.00; 72.02.99.30; 72.02.99.80.30; and 28.50.00.60.91.
Import Situation and Impact on the EU
According to data from the investigation request, the import volume of the products under investigation into the European Union (EU) has significantly increased, from 1.3 million tons in 2020 to 1.6 million tons in just the first half of 2024. In terms of value, total imports as a percentage of domestic production rose from 126% to 298%, and as a percentage of domestic consumption, they increased from 71% to 83%.
The EC noted that the sharp increase in the quantity and price of imported goods has put significant pressure on the EU alloy production sector. This has not only affected prices but has also caused serious damage to market share, production, and profits for companies in the region. Another important factor identified by the EC is the unforeseen increase in alloy production from non-EU countries and the attractiveness of the European market to international exporters.
Investigation Process and Procedures
To carry out the investigation, the EC has issued questionnaires for stakeholders. Stakeholders should take note of the following key deadlines:
- Responding to the investigation questionnaire: Deadline is 21 days from the date of notification of the investigation.
- Registration of stakeholders: Deadline is 15 days from the date of notification of the investigation.
- Submission of comments or registration for consultation: Deadline is 21 days from the date of notification of the investigation.
Stakeholders can participate in the case by submitting written opinions, attending consultation sessions, or answering questions to present their views and interests. Active participation in the investigation process will help stakeholders protect their interests effectively and provide the necessary information for the EC to make a fair and transparent decision.
