Canada initiates anti-dumping investigation on Vietnamese wire rod

On March 8, 2024, the Canada Border Services Agency (CBSA) initiated an investigation into the application of anti-dumping measures on wire rod products originating from China, Egypt, and Vietnam.

The investigated product is wire rod with HS codes: 7213.91.00.42; 7213.91.00.43; 7213.91.00.49; 7213.91.00.50; 7213.91.00.60; 7213.91.00.70; 7213.99.00.11; 7213.99.00.12; 7213.99.00.31; 7213.99.00.32; 7213.99.00.51; 7213.99.00.52; 7227.20.00.20; 7227.20.00.90; 7227.90.00.60; 7227.90.00.70; 7227.90.00.81; 7227.90.00.82; 7227.90.00.83;

The applicant in this investigation is Ivaco Rolling Mills 2004 LP.

It is expected that within 15 days from the initiation notice, CBSA will issue a Statement of Reasons regarding the initiation of the investigation. Importers are required to submit responses to CBSA within 25 days from the initiation notice. For exporters, the deadline will be April 15, 2024.

It is anticipated that by June 6, 2024, CBSA will issue a Preliminary Determination or Termination of Investigation. On June 21, 2024, CBSA will issue a Statement of Reasons explaining the Preliminary Determination or Termination of Investigation.

Additionally, the Canadian International Trade Tribunal (CITT) will conduct an injury determination regarding the imports under investigation on Canada’s domestic production industry, and will render its decision within 60 days from the initiation date. If CITT concludes there is no injury, the case will be terminated. However, this outcome is typically rare in investigations.

To protect their interests, involved parties should contact the investigating authority to receive the Questionnaire and information from CBSA.
