Vietnam Issues New Exporter Review Questionnaire for Wood Fiberboard Products

The Trade Remedies Authority of Vietnam under the Ministry of Industry and Trade has issued an investigation questionnaire for foreign producers and exporters in the new exporter review concerning anti-dumping measures imposed on certain wood fiberboard products. The review is conducted under Case No. NR01.AD21.

Previously, on 17 July 2026, the Ministry of Industry and Trade issued Decision No. 1784/QD-BCT initiating the new exporter review. The product scope, review contents and review period are specified in Decision No. 1784/QD-BCT and its accompanying notice.

Questionnaire Issued to Foreign Companies

Acting as the investigating authority, the Trade Remedies Authority of Vietnam has sent the review questionnaire to the relevant foreign producers and exporters.

The questionnaire is intended to collect information and data for assessing production and export activities and determining an appropriate anti-dumping duty rate for the new exporter covered by the review.

Deadline for Submitting Questionnaire Responses

The deadline for companies to submit their questionnaire responses is 9 September 2026, Hanoi time.

Detailed instructions on how to complete each section, the required submission method and the applicable deadlines are provided in the questionnaire. Companies should therefore carefully review all instructions, prepare supporting documents and submit complete responses in the prescribed form by the deadline.

Consequences of Failure to Cooperate Fully

To protect their legitimate rights and interests, the relevant foreign producers and exporters should register as interested parties and cooperate fully with the investigating authority throughout the review.

If a response is not received by the deadline, or if the information provided is inaccurate or incomplete, the investigating authority may use the facts available to reach its conclusions pursuant to Article 75 of the Law on Foreign Trade Management.

The use of facts available may result in an adverse outcome and directly affect the anti-dumping duty rate determined for the company concerned.

Confidentiality Requirements

Information and data submitted in response to the questionnaire will be reviewed and handled in accordance with the confidentiality provisions under Article 11 of Decree No. 86/2025/ND-CP dated 11 April 2025.

Interested parties’ access to case information is also governed by applicable trade remedy regulations. For documents for which confidential treatment is requested, companies must provide a public version or a non-confidential summary in accordance with the investigating authority’s requirements.

Recommendations for Foreign Producers and Exporters

Companies involved in Case No. NR01.AD21 should:

  • Carefully review Decision No. 1784/QD-BCT, its accompanying notice and the review questionnaire;
  • Fully identify the information, data and supporting documents required;
  • Assign responsible personnel and coordinate among their production, accounting, sales and export departments;
  • Ensure that all information submitted is accurate, consistent and verifiable;
  • Comply with the requirements for confidential and public versions;
  • Submit their responses before the deadline of 9 September 2026 and cooperate fully throughout the review.
