On 17 July 2026, the Ministry of Industry and Trade of Vietnam issued Decision No. 1784/QĐ-BCT initiating a new exporter review in the anti-dumping case concerning certain wood fiberboard products imported from China and Thailand. The review is conducted under Case No. NR01.AD21.
Previously, on 19 January 2026, the Ministry issued Decision No. 121/QĐ-BCT imposing definitive anti-dumping duties on certain wood fiberboard products imported from China and Thailand following the conclusion of the AD21 investigation.
Review Initiated at the Request of a New Exporter
On 25 March 2026, the Trade Remedies Authority of Vietnam received an application for a new exporter review submitted by Oasis Forestry Industry Co., Ltd. of China.
After examining the application in accordance with Article 57 of Decree No. 86/2025/ND-CP, the Trade Remedies Authority issued Notice No. 91/TB-PVTM on 17 June 2026 confirming that the company’s supplementary application was complete and valid.
Based on the Law on Foreign Trade Management and the relevant implementing regulations, the Ministry of Industry and Trade decided to initiate a new exporter review for the company in order to determine the appropriate anti-dumping duty applicable under Vietnamese trade remedies legislation.
Interested Parties Are Encouraged to Register Their Participation
To safeguard the legitimate rights and interests of all relevant organizations and individuals, the Ministry of Industry and Trade encourages interested parties to register to participate in the review proceeding in accordance with applicable regulations.
Registration must be completed through the Trade Remedies Online Filing System (TRAV ONLINE) within 60 working days from the effective date of the review initiation decision.
The outcome of the new exporter review will serve as the basis for the Ministry of Industry and Trade to determine the anti-dumping duty rate applicable to the new exporter in accordance with Vietnam’s trade remedies laws.
