On 27 July 2026, the Ministry of Industry and Trade of Vietnam issued Decision No. 1902/QĐ-BCT initiating the first administrative review of the anti-dumping measures currently imposed on certain hot-rolled steel products originating in China. The review is conducted under Case No. AR01.AD20.
Previously, on 4 July 2025, the Ministry issued Decision No. 1959/QĐ-BCT imposing definitive anti-dumping duties on certain hot-rolled steel imports from China while terminating the anti-dumping investigation concerning the same products originating in India.
Review Initiated at the Request of a Chinese Producer
Pursuant to Article 51(1) of Decree No. 86/2025/ND-CP, during the first four years following the imposition of definitive anti-dumping measures, interested parties are entitled to request an annual administrative review of the application of such measures.
In accordance with this provision, the Trade Remedies Authority of Vietnam received a review application from a producer in China. After examining the completeness and validity of the application in accordance with applicable regulations, the Ministry of Industry and Trade decided to initiate the first administrative review with respect to that producer.
Interested Parties Are Encouraged to Register Their Participation
To safeguard the legitimate rights and interests of all relevant organizations and individuals, the Ministry of Industry and Trade encourages companies and other interested parties to register their participation in the proceeding as interested parties in accordance with applicable regulations.
Registration may be completed through the Trade Remedies Online Filing System (TRAV ONLINE), while submissions may also be made through other channels as permitted by law. The deadline for registration as an interested party is 21 October 2026.
The outcome of the review will serve as the basis for the Ministry of Industry and Trade to determine whether the existing anti-dumping duty should continue to apply to the producer subject to the review in accordance with Vietnam’s trade remedies legislation.
