On April 30, 2026, the National Tariff Commission of Pakistan (NTC) announced the initiation of an anti-dumping investigation concerning BOPP self-adhesive tape jumbo rolls originating in and/or imported from Vietnam.
The products under investigation are Biaxially Oriented Polypropylene (BOPP) Self-Adhesive Tapes in jumbo roll form.
According to the initiation notice, the investigated products are classified under Pakistan customs tariff codes 3919.9010 and 3919.9090.
The petitioners in the case are Universal Coating Films (Pvt.) Limited and Tri-Pack Films Limited, both headquartered in Karachi, Pakistan. The two companies filed the petition requesting the investigation on March 24, 2026.
The NTC officially initiated the investigation on April 30, 2026. The dumping investigation period covers January 1, 2025 to December 31, 2025, while the injury investigation period spans from January 1, 2023 to December 31, 2025.
According to the petition, the petitioners allege that BOPP self-adhesive tape jumbo rolls imported from Vietnam were sold in the Pakistani market at prices lower than their normal value, thereby causing or threatening to cause material injury to the domestic industry in Pakistan.
Regarding investigation procedures, interested parties are required to register with the investigating authority within 10 days from the publication date of the initiation notice. Registration documents must include company information, details of the authorized representative, and relevant contact information.
In addition, interested parties may submit written comments, opinions, and supporting evidence within 45 days from the publication date of the notice in the Official Gazette of Pakistan.
Under NTC regulations, confidential information must be clearly marked as “Confidential” in accordance with Pakistani law. Parties submitting confidential information are also required to provide a non-confidential summary for inclusion in the public file of the investigation.
The NTC is expected to issue its preliminary determination within a period ranging from 60 to 180 days from the initiation date. The final determination is expected to be issued within 180 days from the publication date of the preliminary determination.
