On May 15, 2026, the Mexican Ministry of Economy announced the initiation of a review of anti-dumping measures imposed on welding wire imports from Vietnam following a request submitted by the domestic industry of Mexico.
Previously, on December 23, 2024, Mexico imposed a definitive anti-dumping duty of 36.23% on welding wire products originating from Vietnam. However, at the end of 2025, Mexican domestic producers including Electrodos Infra, Lincoln Electric, and Plásticos y Alambres requested a review of the duty, arguing that significant changes in market conditions had occurred.
According to the petition, the domestic industry alleged that the current anti-dumping duty was no longer sufficient to offset dumping practices because import prices had continued to decline sharply while import volumes had increased substantially. In addition, the petitioners requested that the Mexican Ministry of Economy treat Vietnam as a non-market economy during the review process.
The products subject to review are solid carbon steel welding wire alloyed with manganese and silicon, with diameters ranging from 0.6 mm to 1.6 mm, whether copper-coated or not.
The products concerned are currently classified under HS codes 7229.20.01, 7229.90.99, 8311.10.99, 8311.30.01, and 8311.90.01.
The review period covers January 1, 2025 through October 31, 2025.
According to the notice issued by the Mexican investigating authority, interested parties, including exporters, importers, and government agencies, have 23 working days to register participation in the proceeding and submit relevant information and evidence. This deadline is calculated from five days after the publication date of the initiation decision in the Official Gazette of the Federation of Mexico (DOF).
In addition, all documents submitted to the Mexican investigating authority must be translated into Spanish and must undergo notarization and consular legalization in accordance with the applicable regulations of Mexico.
To protect their legitimate interests, manufacturers and exporters should familiarize themselves with the procedure and actively contact Vietnam Antidumping Law Firm specializing in anti-dumping and trade remedy for timely assistance.
