On July 4, 2025, the Ministry of Industry and Trade of Vietnam issued Decision No. 1959/QĐ-BCT imposing official anti-dumping duties on certain hot-rolled steel products originating from China under case AD20. At the same time, the authority terminated the investigation concerning similar products originating from India.
After nearly one year since the official measures were imposed, the competent authority has now begun receiving applications requesting a review of the anti-dumping measures currently applied to hot-rolled steel imports from China. Under applicable regulations, interested parties are entitled to request a review of the duty rates, scope of application, or other related factors if there are grounds demonstrating that market conditions, the level of dumping, or the extent of injury have changed significantly.
This development is considered to have a direct impact on many steel manufacturers in Vietnam, particularly enterprises producing or trading hot-rolled steel products similar to the goods subject to investigation. As the steel market continues to face strong competitive pressure from low-priced imports, any changes relating to anti-dumping measures may significantly affect domestic competitiveness, market share, and production activities.
In practice, if domestic producers fail to closely monitor the review process, do not submit comments, or fail to provide sufficient information and data to the investigating authority, there is a real risk that the current level of protection could be adjusted in an unfavorable manner. This may result in imported products placing greater pressure on the domestic market, leading to declining prices, reduced output, and direct adverse impacts on the business performance of Vietnamese enterprises.
In addition, review proceedings are often the stage during which foreign interested parties actively present arguments seeking reductions in duty rates or termination of anti-dumping measures. Therefore, Vietnamese enterprises manufacturing similar products should promptly assess the potential impact, review production and business data, and prepare strategies for participating in the proceeding in order to protect their legitimate rights and interests.
According to the applicable regulations, review applications must include all information and supporting documents required by law. The deadline for submission of review requests is June 6, 2026.
