On October 27, 2025, the Ministry of Industry and Trade (MOIT) issued Decision No. 3176/QD-BCT, officially initiating an anti-circumvention investigation into certain hot-rolled steel products originating from the People’s Republic of China (case code: AC03.AD20).
The investigation was initiated based on a petition filed by two domestic producers — Hoa Phat Dung Quat Steel Joint Stock Company and Formosa Ha Tinh Steel Corporation. The petitioners alleged that certain hot-rolled steel products with widths exceeding 1,880mm but not more than 2,300mm showed signs of circumventing the existing anti-dumping duties previously imposed on Chinese-origin steel.
Earlier, on July 4, 2025, the MOIT had issued Decision No. 1959/QD-BCT, imposing official anti-dumping measures on certain hot-rolled steel products originating from China, while terminating the investigation on similar products originating from India.
According to the MOIT, the petition submitted by domestic producers provided preliminary evidence indicating potential circumvention of trade remedy measures through minor modifications in the characteristics of the products subject to existing duties.
Investigation Procedure
Following the initiation, the investigating authority will send questionnaires to relevant stakeholders to collect information, analyze, and assess the allegations of circumvention. The investigation process will include on-site verification and examination of the data provided by the parties before the MOIT issues its final determination.
The investigating authority affirmed that the process will be conducted objectively and transparently, in accordance with Vietnamese law and international commitments, to ensure a fair competitive environment and effectively protect the legitimate interests of the domestic industry.
Recommendations for Relevant Parties
The MOIT recommends that organizations and individuals engaged in import, export, distribution, or use of the investigated products proactively register as interested parties, provide complete and timely information, and closely follow the developments of the case to safeguard their legitimate rights and interests.
