On October 24, 2024, the Ministry of Industry and Trade issued Decision No. 2822/QĐ-BCT on the final review results of the application of anti-dumping (AD) measures on certain alloyed or non-alloyed painted flat-rolled steel products originating from South Korea and China (Case AD04).
This decision was made on the basis of a comprehensive assessment of the impact of AD measures on the domestic industry as well as Vietnam’s obligations under international trade agreements to which Vietnam is a party.
Pursuant to Article 51 of Decree No. 86/2025/NĐ-CP providing detailed regulations on certain aspects of trade remedy measures, the Trade Remedies Authority of Vietnam (the Investigating Authority) officially announces the receipt of requests for review submitted by interested parties.
The review aims to ensure that the application of AD measures remains consistent with actual trade practices, accurately reflects the situation of imports and domestic production, and prevents the risk of significant injury to the domestic steel industry.
Under Article 56 of Decree No. 86/2025/NĐ-CP, interested parties, including producers, exporters, importers, industry associations, and organizations or individuals with related interests, are entitled to submit requests for review.
The requests must comply with the detailed requirements provided in Clause 1, Article 57 of Decree No. 86/2025/NĐ-CP, including but not limited to: enterprise information, import data, consumption trends, and evidence of changes in factors leading to injury or the likelihood of recurrence of dumping.
The deadline for submission of review requests is September 21, 2025. After this date, any requests submitted will not be considered under Case AD04. Interested parties are encouraged to prepare complete, accurate, and timely requests to safeguard their legitimate rights during the review process.
Requests for review may be submitted directly to the headquarters of the Trade Remedies Authority of Vietnam or sent by post. For the convenience of stakeholders, online submission via the Ministry of Industry and Trade’s National Public Service Portal is also encouraged.
