Vietnam announces receipt of exemption applications from anti-dumping duties on galvanized steel from China and South Korea (Case AD19)

On August 14, 2025, the Ministry of Industry and Trade issued Decision No. 2310/QĐ-BCT on the imposition of official anti-dumping (AD) duties on certain galvanized steel products imported from the People’s Republic of China and the Republic of Korea (Case AD19).

The list of galvanized steel products subject to official AD duties is classified under the following HS codes: 7210.41.11, 7210.41.12, 7210.41.19, 7210.49.11, 7210.49.14, 7210.49.15, 7210.49.16, 7210.49.17, 7210.49.18, 7210.49.19, 7210.50.00, 7210.61.11, 7210.61.12, 7210.61.19, 7210.69.11, 7210.69.19, 7210.90.10, 7210.90.90, 7212.30.11, 7212.30.12, 7212.30.13, 7212.30.14, 7212.30.19, 7212.50.14, 7212.50.19, 7212.50.23, 7212.50.24, 7212.50.29, 7212.50.93, 7212.50.94, 7212.50.99, 7212.60.11, 7212.60.12, 7212.60.19, 7225.92.20, 7225.92.90, 7226.99.11, 7226.88.19, 7226.99.91, 7226.99.99.

Pursuant to Article 12 of Circular No. 26/2025/TT-BCT dated May 15, 2025, exemptions from trade remedy measures (including AD measures) may be considered in certain specific circumstances, ensuring that the overall effectiveness of the measure is not undermined.

Imports may qualify for exemption if they fall under one of the following cases:

  • Listed in the decision on imposition or in review results;
  • Not domestically produced;
  • Possess distinctive characteristics that cannot be replaced by domestic products;
  • Are special types of like or directly competing products;
  • Where domestic goods are not sold on the domestic market or in case of force majeure shortage of supply;
  • Imported for research, development, or non-commercial purposes.

Pursuant to Articles 12 and 17 of Circular No. 26/2025/TT-BCT, the Trade Remedies Authority of Vietnam (TRAV) invites enterprises that meet the above conditions to submit exemption applications from AD duties in Case AD19. The dossier must include all documents prescribed in Article 16 and Annex II of Circular No. 26/2025/TT-BCT.

According to Clause 3, Article 17 and Article 18 of Circular No. 26/2025/TT-BCT, exemption applications may be submitted directly to TRAV, by post, or via the National Online Public Service Portal at: https://dichvucong.moit.gov.vn.
