Canada Initiates Anti-Dumping Investigation on Steel Strapping Imports from Vietnam

On May 12, 2025, the Canada Border Services Agency (CBSA) officially initiated an anti-dumping investigation into certain steel strapping products imported from multiple countries, including Vietnam.

Product Under Investigation: Certain types of steel strapping classified under HS codes 7212.20, 7212.30, 7212.40, 7212.50, 7212.60, 7217.10, 7217.20, 7217.30, 7226.99, 7312.90, and 7326.20 (as detailed in the attached documentation);

Case Number: SS 2025 IN;

Complainant: JEM Strapping Systems Inc.;

Period of Investigation (POI): April 1, 2024, to March 31, 2025;

Profitability Analysis Period: January 1, 2024, to March 31, 2025;

Vietnam’s Export Volume: According to Trademap data, Vietnam’s exports reached USD 7.8 million in 2022 and USD 4.3 million in 2023.

Statement of Reasons: The CBSA is expected to release a Statement of Reasons on May 27, 2025, outlining the basis and scope of the investigation.

Request for Information (RFI): The CBSA has issued Requests for Information to Vietnamese exporters identified as involved in the export of the subject goods. The RFI seeks detailed data on sales, costs, and export pricing to Canada during the POI, as well as domestic sales data to determine normal values. The Government of Vietnam has also been requested to provide information under Section 20 of the Special Import Measures Act (SIMA) to assess potential state influence over the steel industry.

Deadline for Response: By 5:00 p.m. (Canada time) on June 18, 2025.

Preliminary Determination: The CBSA is expected to issue a preliminary determination within 90 days of initiation (i.e., by August 11, 2025), which may include the imposition of provisional duties. Simultaneously, the Canadian International Trade Tribunal (CITT) will conduct an injury inquiry and issue a preliminary determination by July 11, 2025. If the CITT finds no injury, the case will be terminated. The final determination is expected by October 10, 2025.
