The Korea Trade Commission (KTC) has recently issued a decision to extend the anti-dumping investigation period for Vietnamese cold-rolled stainless steel.
The investigation timeline is as follows:
- Before the extension: KTC conducted the investigation from October 30, 2024, to March 29, 2025, with the final determination initially expected in March 2025.
- After the extension: The investigation period has been extended until May 2, 2025, with KTC now expected to announce its final determination on this date.
The extension was granted due to a shortage of personnel at KTC, as the number of trade remedy cases has been increasing.
Previously, on May 30, 2024, KTC initiated the investigation following a petition from South Korean company POSCO. On October 17, 2024, KTC issued its preliminary determination, finding that the dumping margins for Vietnamese mandatory respondents ranged from 3.66% to 11.37%, while other companies were subject to a nationwide duty rate of 4.79%.
In recent years, Vietnam’s exports of stainless steel to South Korea have recorded significant growth. The volume of cold-rolled stainless steel exported from Vietnam to South Korea increased from below 4,000 tons per year during 2011-2021 to 55,457 tons in 2022, and further to 89,382 tons in 2023.
This sharp increase followed South Korea’s imposition of anti-dumping measures on products from China, Indonesia, and Taiwan, creating opportunities for Vietnamese stainless steel to expand its market share in the country.
