On July 22, 2024, the Indonesian Safeguard Committee (KPPI) issued a notification initiating an investigation to extend the application of safeguard measures on EPS plastic granules, under HS code 3903.11.10.
The Investigating Authority initiated the investigation to extend the safeguard measures after evaluating the documents submitted by the Petitioner, who was determined to be eligible to file the petition by representing a sufficient majority of businesses producing EPS plastic granules in the Indonesian market.
Interested parties wishing to participate in the investigation to receive favorable tax rates must submit a written request no later than August 1, 2024. All submissions and requests from interested parties must be sent in both written and electronic formats and must specify the name, address, email address, phone number, and fax number.
In accordance with Article 3.1 of the WTO Agreement on Safeguards, the Investigating Authority will hold a public hearing to provide an opportunity for interested parties to present evidence and their viewpoints.
The Public Hearing is scheduled to be held on Tuesday, August 13, 2024, from 10:00 AM to 12:00 PM (Indonesia time). All interested parties wishing to participate in the hearing should submit written evidence and viewpoints to the Investigating Authority before the deadline. Registration on the day of the hearing will begin at 9:00 AM, and only authorized representatives will be allowed to attend the hearing.

Businesses should note that any non-cooperation or insufficient cooperation may result in the Indonesian Investigating Authority using adverse available evidence or extending the safeguard measures as proposed by the Petitioner. Continuation of safeguard measures could reduce competitive advantages, risking partial or complete loss of export markets to Indonesia’s domestic production and/or competitors from other countries.
