On June 27, 2024, the Canada Border Services Agency (CBSA) announced the initiation of a review of the normal value and export price of Oil Country Tubular Goods (OCTG) imported from several countries, including Vietnam.
The reviewed OCTG products are classified under the following HS codes: 7304.29; 7306.29; 7304.39; 7304.59; 7306.30; 7306.50; 7306.90.
This investigation is part of the CBSA’s enforcement of the following orders by the Canadian International Trade Tribunal (CITT):
- November 28, 2018, in Expiry Review No. RR-2017-006 (SC)
- December 10, 2020, in Expiry Review No. RR-2019-005 (OCTG I)
- December 30, 2020, in Expiry Review No. RR-2019-006 (OCTG II)
According to the Canadian investigative agency, exporters of the reviewed goods must submit responses to the Request for Information (RFI) by August 6, 2024 (Canada time). If businesses do not cooperate, the anti-dumping duty rate will be 37.4%.
Exporters will be considered cooperative if the requested information is submitted on time and they allow data verification. The complete list of critical deadlines can be downloaded from the CBSA information site.

All parties are cautioned that when domestic prices and/or costs increase, the export price to Canada must increase accordingly to ensure that any exports to Canada are not only above the normal value but also equal to or higher than the total selling price and cost, including profit, of the goods in the exporter’s domestic market.
If exporters do not accurately notify CBSA of any such changes, fail to adjust export prices accordingly, or fail to provide necessary information to make any required adjustments to normal value and export price, a retrospective assessment of anti-dumping duties may be implemented.
