In the first 11 months of 2024, Vietnam faced 27 new trade remedy investigations from other countries—nearly double the 15 cases recorded in all of 2023. This trend highlights the growing wave of global trade protectionism, fueled by geopolitical uncertainties and shifting policies of Vietnam’s trading partners.
According to Vietnam’s Ministry of Industry and Trade, as of the end of November 2024, foreign markets had launched a total of 271 trade remedy investigations against Vietnamese exports, covering 25 different markets.
Specifically, these include 148 anti-dumping (AD) cases, 30 countervailing duty (CVD) cases, 39 anti-circumvention investigations, and 54 safeguard measures. The United States has been the most active in conducting these investigations, initiating 70 cases related to Vietnamese goods—comprising 31 AD cases, 14 CVD cases, 3 safeguard measures, and 22 anti-circumvention cases.
President-elect Donald Trump’s previous statements about imposing tariffs on imports from China and other countries are expected to pose significant challenges for exports to the United States market. His trade policies are considered unpredictable and could impact not only United States trade rivals but also allies and strategic partners that fail to align with American economic interests and concerns, following his “America First” principle.
Experts predict that Trump’s proposed tariffs will be implemented in a structured manner with clear targets to enhance leverage in trade negotiations, encourage domestic production, and mitigate inflation in the United States.
Projections suggest that import tariffs could start being enforced by the summer of 2025, with tariffs on Chinese goods increasing from 10% to 30% by the end of 2026. These measures would primarily target intermediate goods and raw materials used in production to minimize direct impacts on consumer price indices.
The average United States import tariff could nearly triple, reaching approximately 8% by the end of 2026. If this scenario unfolds, the United States share of global trade could decline from 21% to 18%, affecting economic growth, inflation, and unemployment rates. However, experts believe the United States government will implement controls to mitigate the adverse effects of these policies.
