On March 9, 2023, the Philippine Department of Trade and Industry issued an anti-dumping duty order on imported Type 1 cement (HS code 2523.29.90) and Type 1P cement (HS code 2523.90.00) from Vietnam, based on the results of an anti-dumping investigation initiated in April 2021.
The imposed anti-dumping duties range from 0% to 23.33%, depending on the specific type of cement and exporter.
On November 27, 2024, the Philippine Tariff Commission (TC) announced the initiation of a mid-term review of the anti-dumping duty order based on requests from the domestic cement industry of the Philippines and Vietnamese exporters. However, on March 6, 2025, the petitioner officially submitted a request to withdraw the review application for the following reasons:
- The safeguard measures on cement in the Philippines have already impacted the investigated product.
- The petitioner aims to focus resources on the safeguard investigation of cement.
- The petitioner still advocates for the continuation of the current anti-dumping measures.
- The withdrawal does not imply that anti-dumping duties are unnecessary but is merely a strategic adjustment based on new developments.
Although the petitioner has withdrawn the review request, under Philippine regulations, the TC will still consider the arguments presented by Vietnamese manufacturers and exporters. During the review process, Vietnamese enterprises have argued that they are no longer engaging in dumping and have proposed the removal of the existing anti-dumping measures.
The Philippines is one of Vietnam’s largest cement export markets in Southeast Asia. Over the years, Vietnamese cement enterprises have maintained a significant market share in the Philippines due to stable product quality and competitive pricing. However, the anti-dumping duties imposed since 2023 have significantly reduced Vietnam’s cement exports to the country.
Given the current situation, if the Philippines accepts the request from Vietnamese enterprises and lifts the anti-dumping duties, it will create favorable conditions for Vietnam’s cement exports to recover and expand their market share. Conversely, if the measure remains in place, Vietnamese businesses will need to develop adaptation strategies, including market diversification and production cost optimization, to maintain their competitive edge.
