On February 21, 2025, the Ministry of Industry and Trade of Vietnam issued Decision No. 460/QD-BCT, imposing temporary anti-dumping duties on certain hot-rolled steel products from India and China.
Subsequently, on April 3, 2025, the Vietnam Trade Remedies Authority held a public consultation with relevant parties to assess and determine the product scope in the AD20 case. During the consultation, the investigating authority received numerous opinions regarding the product scope.
On May 14, 2025, the investigating authority issued Notice No. 63/TB-PVTM, requesting relevant parties to provide opinions on the criteria for excluding products from the scope of anti-dumping measures.
Based on the feedback received, particularly regarding requests to exclude/exempt certain special HRC steel grades, the investigating authority compiled a list of steel grades along with corresponding international technical standards for broader consultation. The detailed list is attached as an appendix to the Notice.
The Trade Remedies Authority requests relevant parties to review and submit written opinions through one of the following methods:
- Direct submission to: Trade Remedies Authority – Ministry of Industry and Trade, 3rd Floor – Building A, 54 Hai Ba Trung, Hoan Kiem, Hanoi;
- Submission via the online trade remedies document receipt system (Trav Online): http://www.online.trav.gov.vn
Deadline for submission: no later than June 13, 2025.
After the above deadline, if the investigating authority does not receive any feedback, it will be understood that the parties have no opinions on the exclusion/exemption of special HRC steel grades in the AD20 case.
