The Trade Remedies Authority of Vietnam (TRAV), under the Ministry of Industry and Trade, is currently receiving and reviewing exemption requests from the application of anti-dumping measures on cold-rolled steel products covered by Decision No. 3390/QD-BCT dated December 21, 2020, issued by the Minister of Industry and Trade.
Under this decision, official anti-dumping duties are imposed on cold-rolled (cold-pressed) steel products in coil or sheet form originating from China.
The review of exemption requests is conducted in accordance with Circular No. 37/2019/TT-BCT dated November 29, 2019, of the Ministry of Industry and Trade. Exemptions may be granted conditionally and may be limited in terms of volume, quantity, and specific intended use.
To ensure a transparent and evidence-based assessment process, TRAV respectfully requests relevant industry associations and domestic steel manufacturers to urgently cooperate, provide, and verify information related to the following:
- Domestic production and supply capacity for the product groups subject to exemption requests, including but not limited to:
- Designed and actual production capacity of the enterprise;
- Detailed information on actual contracts and sales invoices for each relevant product group;
- Product types, technical standards, and substitutability of the products proposed for exemption.
- Enterprises’ positions and assessments regarding the proposed exemptions for each product group, including whether the product can be manufactured domestically and whether the exemption would negatively impact the domestic industry.
Industry associations and enterprises are requested to submit their written responses by June 17, 2025, as the basis for assessment and decision-making. If no response is received by the deadline, TRAV will consider that the association or enterprise has no opinion or does not oppose the proposed exemptions from anti-dumping measures on the aforementioned product groups.
