On February 21, 2025, the Ministry of Industry and Trade (MOIT) issued Decision No. 460/QĐ-BCT imposing provisional anti-dumping duties on hot-rolled coil (HRC) products originating from the Republic of India and the People’s Republic of China.
Following this, on April 3, 2025, the Trade Remedies Authority of Vietnam (TRAV) held a public consultation to gather feedback from stakeholders regarding the scope of the investigated products. Based on this consultation, on April 18, 2025, the investigating authority issued Notice No. 45/TB-PVTM to continue collecting written comments from interested parties.
Key Points of the Notice:
- Several parties requested the exclusion or exemption of specific grades of HRC from the scope of the provisional duties.
- To assess these requests, the investigating authority requires parties to submit technical evidence and justification distinguishing the proposed excluded products from those subject to duties, as defined in Decision No. 460/QĐ-BCT.
- Required information includes: steel grade, HS code, thickness, end use, minimum yield strength, minimum tensile strength, chemical composition, technical standards, special technical requirements, and domestic production capability, as detailed in Annex 1 attached to the notice.

Deadline for Submission: No later than May 20, 2025.
Note: After this deadline, if no complete and properly formatted submission (as per Annex 1) is received, the investigating authority will assume that the parties have no opinion regarding the requests for product exclusion or exemption.
