On September 25, 2024, the Ministry of Industry and Trade of Vietnam issued Decision No. 2549/QD-BCT to initiate an anti-dumping investigation on certain wood fiberboard products originating from Thailand and China.
On July 29, 2024, the Vietnam Trade Remedies Authority received a petition from companies representing the domestic industry, requesting an investigation into the application of anti-dumping measures on wood fiberboard products imported from China and Thailand.
The domestic companies representing the industry include five firms: MDF VRG Dongwha Joint Stock Company, Dongwha Vietnam Co., Ltd., MDF VRG Quang Tri Joint Stock Company, Kim Tin MDF Joint Stock Company, and Kim Tin MDF Dong Phu Joint Stock Company.
On August 13, 2024, the investigating authority confirmed that the petition met the legal requirements under Vietnam’s trade remedy laws. After a period of review, the Ministry of Industry and Trade officially launched the investigation into the anti-dumping measures on wood fiberboard products from Thailand and China.
The products under investigation are classified under HS codes 4411.12.00, 4411.13.00, 4411.14.00, 4411.92.00, 4411.93.00, and 4411.94.00 (case number: AD21).
The domestic industry has alleged that wood fiberboard products originating from Thailand and China are being dumped in the Vietnamese market, causing significant harm to the domestic manufacturing sector.
In the next phase, the Trade Remedies Authority of Vietnam, under the Ministry of Industry and Trade, will distribute questionnaires to relevant parties to collect information. This data will be used to analyze and assess the following key issues: (i) dumping behavior by the exporters from the investigated countries; (ii) damage to the domestic industry; and (iii) the causal link between the dumping behavior and the injury to the domestic industry.
If necessary, based on the preliminary investigation results, the Ministry may impose provisional anti-dumping duties to prevent further significant damage to the domestic industry.
Companies currently importing or exporting the investigated products are advised to register as interested parties to obtain favorable duty rates and avoid the potential imposition of a general nationwide duty, which is often less advantageous. The deadline to register as an interested party is 60 days from the date the investigation was initiated.
