Recently, Vietnam issued a notice of receipt of requests for the review of anti-dumping measures on long polyester fibers originating from India, Indonesia, Malaysia, and China.
On September 28, 2019, Vietnam issued Decision No. 2302/QD-BCT, officially applying anti-dumping measures on certain long polyester fiber products originating from India, Indonesia, Malaysia, and China. On November 1, 2023, Vietnam issued Decision No. 2866/QD-BCT on the results of the first review of the anti-dumping measures on certain long polyester fiber products originating from these countries.
According to Article 58(1) of Decree No. 10/2018/ND-CP, within 60 days before the end of one year from the date of the decision on the official application of anti-dumping or countervailing measures, or the latest decision on the review results of anti-dumping or countervailing measures, related parties, as stipulated in Article 59 of this Decree, may submit a request for review. This is except in cases where the submission period is less than 9 months before the deadline for the Minister of Industry and Trade to decide whether to conduct the final review of the anti-dumping or countervailing measures.
Accordingly, with the Ministry of Industry and Trade of Vietnam’s announcement of accepting review requests, relevant parties are entitled to submit their applications for the review of anti-dumping measures on long polyester fibers. The deadline for the Trade Remedies Authority of Vietnam to receive applications is no later than November 1, 2024.
