On May 28, 2025, the Trade Remedies Authority of Vietnam (TRAV) under the Ministry of Industry and Trade (MOIT) announced the receipt of applications for the end-of-term review of the anti-dumping (AD) measure imposed on certain H-beam steel products originating from Malaysia.
By the end of the application submission period, no requests for a end-of-term review had been received.
Pursuant to Clause 2, Article 82 of the Law on Foreign Trade Management, on July 8, 2025, the MOIT issued Decision No. 1978/QĐ-BCT to initiate a end-of-term review of the anti-dumping measure on certain H-beam steel products originating from Malaysia (Case Code: ER01.AD12).
In accordance with Point b, Clause 2, Article 82 of the Law on Foreign Trade Management, and Clause 4, Article 52 of Decree No. 86/2025/NĐ-CP detailing the implementation of several provisions of the Law on Foreign Trade Management regarding trade remedies, the investigating authority will assess the following:
(i) The volume and quantity of the goods subject to the anti-dumping measure imported into Vietnam since the imposition of the measure;
(ii) The necessity, reasonableness, and effectiveness of the measure, and its socio-economic impacts if maintained.
Review Process and Obligations of Interested Parties
The end-of-term review of Case ER01.AD12 will be conducted in accordance with the Law on Foreign Trade Management and Decree No. 86/2025/NĐ-CP.
Following the issuance of the initiation decision, the investigating authority will send questionnaires to relevant parties to collect information for assessment purposes.
TRAV will verify and examine the information provided by the parties before finalizing and issuing the official findings.
The MOIT recommends that organizations and individuals involved in the export, import, production, distribution, trading, or use of the investigated products proactively register as interested parties and submit necessary information to safeguard their legitimate rights and interests in accordance with the law.
Registration shall be made using the form provided in Appendix I issued with Circular No. 26/2025/TT-BCT dated May 15, 2025.
Dossiers must be submitted via the Online Trade Remedies Filing System (TRAV ONLINE) at: https://online.trav.gov.vn within sixty (60) working days from the effective date of the review decision.
Alternatively, dossiers may be submitted to the investigating authority by post or email.
