On February 21, 2025, the Trade Remedies Authority of Vietnam (TRAV), under the Ministry of Industry and Trade, issued Decision No. 460/QĐ-BCT imposing provisional anti-dumping duties on certain hot-rolled steel products originating from India and China.
On March 19, 2024, TRAV received a request from several Vietnamese steel manufacturers to investigate the application of anti-dumping measures on hot-rolled steel (HRC) products imported from China and India.
On June 14, 2024, TRAV announced that the investigation request met all legal requirements under Vietnam’s trade remedies regulations.
On July 26, 2024, the Ministry of Industry and Trade issued Decision No. 1985/QĐ-BCT to initiate an anti-dumping investigation into certain hot-rolled steel products from India and China.
On August 12, 2024, TRAV issued Notice No. 106/TB-PVTM, releasing an investigation questionnaire for foreign producers/exporters involved in the case.
Following the investigation, on February 21, 2025, TRAV issued Decision No. 460/QĐ-BCT, imposing provisional anti-dumping duties ranging from 19.38% to 27.83% on investigated goods from China.
During the investigation, the Ministry of Industry and Trade worked with relevant agencies to thoroughly assess the impact of dumping on domestic production and the extent of dumping by Indian and Chinese manufacturers/exporters.
Findings confirmed the existence of dumping; however, since the volume of investigated imports from India was insignificant (less than 3%), Indian products were excluded from the provisional anti-dumping duties.
According to customs data, Vietnam imported 12.6 million tons of hot-rolled steel in 2024, a 33% increase from 2023. Notably, after the Ministry of Industry and Trade initiated the investigation in July 2024, hot-rolled steel imports from China continued to rise significantly.
This indicates that mere warnings were insufficient to curb the dumping of Chinese hot-rolled steel products in Vietnam, which has severely impacted the domestic market. Given the essential role of the steel industry, the Ministry of Industry and Trade deemed the imposition of provisional anti-dumping measures necessary to prevent a surge in hot-rolled steel imports.
